Reset achievments

I'm trying to reset achievements in Factorio, but all the things I find say to delete achievements.dat, but I don't have achievements.dat.

It probably depends on how Factorio was installed. I've never used it, but Settings -> Other -> Delete achievements should work for all possibilities.
For a Steam install without mods, then I think achievements are stored via steam. I think the .exe installer uses achievement.dat inside %appdata%/Factorio. If you use the .zip package, then achievements are stored in the unpacked files in achievements.dat. So installing a new version via the .zip download is effectively another way of resetting achievements and your blueprints.
Achievements for modded games are also tracked separately from unmodded games.
