Locks up while loading Cropping bitmaps ... 40%
After clicking the .exe gear, it starts to load the game but hangs at 40%.

I know others will ask for a log, so I'm going to stick that out there first.
Also, how long has it sat there like that? I've experienced a couple situations where it appears to hang there, but i think it's just working slower cause the disk is being used or from my alt-tabbing around while it loads, but I don't think it's stayed stuck there for more than 5 minutes.
The other thing, in some more rare cases, it'll pop a different error message than normal that will appear behind the game window. You'd need to alt-tab to find it.

Can you try to download the latest experimental release (0.17.59)? According to the log DirectX keeps resetting itself, in 0.17 we've abandoned DirectX 9 and moved to DirectX 11 and implemented bunch of memory utilization optimizations.

I'm glad this works. I would advise you to carefully check for hardware problems with the card: clogged heatsinks or fans, improper connection of power cables, not seated in the slot properly, a power supply not giving quite what it needs, too much overclock.
My past experience says that this sort of "driver reset" -- especially so frequently -- is almost always a sign of hardware troubles.
It manifests first as some games or apps not working right, but others being fine, and sometimes things like switching from DX9 to DX11 (or vice-versa) in the same game fixes it. The reason is that the card is only just coping -- and this one game happens to do the thing that pushes it over the edge.
