Persistent drop in/out multiplayer

Is there a way to have a world that a group of people can drop in or out as needed w/out it being linked to one person?

I would like to start a world to play with my Kids. There are 4 of us.

I would like to have a game where anyone can come and go as they please working on the world. So it doesnt require any one specific to be on at any given time.

We can have a goal and all work at our own pace. Some times together sometimes alone.

I know if I host a game I can play it anytime but if I am not on then they cant get in so far. Id like them to be able to play the world even when Im not on.

Is there a tutorial on setting up a dedicated server. It would only be my family that would access it so I can easily support it from my PC.
