[0.17.16] Couldn't establish network communication with server

Hello, recently I tried to play the game with my friend. I hosted a game and he managed to connect on his second or third try. That was yesterday. Today we tried to play again and unfortunately we didn't manage to connect, either by a direct connection by IP address, or by choosing the game on the server list. We both tried to host the game and it never worked.

I have tried reinstalling, restarting all that usual stuff. I have tried to set port forwarding up in accordance with countless tutorials on the internet. Here is what the forward looks like on my router. I think i have done it right, those numbers are the internal and external ports.

That did not help. Upon further testing i noticed that I cannot connect to any server that appeared on my server list, no matter the game version, mods or anything. It's always the same error. Here is my log:

I think that lines that are of interest are:
21.350 Warning TransmissionControlHelper.cpp:176: Fragment 0000 failed too many times
22.200 Error ClientMultiplayerManager.cpp:95: MultiplayerManager failed: multiplayer.not-received-connection-accept-reply
