Extra Items on Toolbar not working

The extra options on the right of the toolbar that is supposed to be there, are not showing up for me. I have searched and searched the options to see if there's something I need to change or add, and I can not find anything.
I started a new brand new game here. You can see there are no icons there. Also when I click the box to go check the icons, I see this. All images are in the imgur link. Can someone tell me where to look, what to change?
Both Version 17.0 and 17.1 are like this for me. And I downloaded the zips from the website, not through Steam.
