[0.16.51 build 36654] Cannot join some online games (cannot establish connection)

So ive been trying to play Factorio with friends but whenever i host they cannot connect to me and when they host i cannot connect to them, they can connect to each other so the problem must be on my end.
One of the people im playing with is my wife who sits in the same room with no issues connecting so I don't think its any ports in my router.
I've tried switching off my anti virus and firewall to see if that is causing the issue but with no luck.
the only way we can all play is if my wife hosts and i connect through LAN and friend connects over net.
Anyone got any ideas?
