[0.16.51] Occasional UPS slow downs when running on different terrain(?)

Hi
My somewhat large base started to slow down occasionally - only when outside (main) base and only when south-east of it/map center, so i opened debug menu to show frame cycle times and found that the only noticeable difference is "Flip[on]". Any way to expand that item? What does it do?
I was lucky last time it happened as i was able to take screenshot with halved UPS, move just a few tiles south and take another screenshot without any performance issues. When i returned back north it halved the UPS again. I did that multiple times and it finally stopped after about 3 minutes. It does that every time - all i need to do is stop running and wait it out (30 seconds to 5 minutes) or keep running but that takes longer and is sluggish
