I cant utilise my cpu as i can thermal isnt the problem

The turbo state depends on the utilization of the other cores, you will only get the maximum if the other cores are idle, the maximum turbo would be at 3.5GHz.

normally while i am playing other games like AOE3 or WoT nearly all cores about %70 and it boost about 3.1ghz while 1 cores maxed out like this example it boost 3.3-3.5 ghz

btw I have 960m and it barely past %60 percent
