[0.16.36] Could not establish network connection

I can not play with a friend (both on steam). Unable to connect to another's game, the message "Could not establish network connection" is displayed.

In search of solutions, I tried using portforward.

I entered the router "dir 809" on the advanced tab. I created a rule for "Factorio" with the IP of my computer, freeing port 34197 on UDP.

It still does not work. I also used the site "https://www.yougetsignal.com/tools/open-ports/" to test and it is closed. Even port 80 is not open.

Does anyone have a solution? It makes some updates that we did not play and before it worked well.

Note: If you need to, I can post logs. Just indicate where they are.

Even though no one has responded to this message, I will update.
I was able to connect with my friend when he changed the router.
But I have very high latency (more than 200 tick). Note that my internet is 7 Megas and my friend's is bigger than 50 Megas. Besides we are in the same city.
On dedicated servers, I also have the same problem. I tried to play via VPN (Evolve) and although the program points to 32ms of ping, the game quantinua with high latency and constant stops in communication with the server.
I realized that my game is only 30 fps; could it be my hardware that is causing lag in online mode?

I do not know what the problem is. Follow the log.
