Set max ping for Multiplayer

Hey there
Is it somehow possible to set the max ping for a server, be it local or didicated headless client on linux?!

You mean a server setting to only allow clients below a certain value?
No, factorio will drop clients if they respond very late on its own though.

Exactly the contrary.
I want people to be able to join even with a high ping.
A friend of mine has a very bad provider in Berlin (Vodafone). He is able to play other games without a problem in MP/pvp
Only Factorio is a prpblem
Or does the architecture of the game simply prohibit something like a higher ping?

in 0.14 and 0.15 I have played quite a number of games where I had a 250 ms ping without any problem. Just how high is his ping? What are the actually symptoms/error messages he is getting ? (Possibly useful to include the logs from both client and server).
