I have created a headless Factorio Server and I know it runs as I can join it using LocalHost. when I try to join it from a different device on the same network it can not find in and when I use direct connect it also does not find it. When I tried to use a different network and connected it failed with the same error. This is run on Windows 10.

The Windows Firewall is probably blocking any incoming traffic to the process. You can try disabling it for a few minutes to see if it solves it, and if it does - add an exception to the Factorio executable so it can listen to incoming connections.

It's possible that your isp has a firewall that is blocking incoming connections to your router. I know that where I live some isps at least used to do this.

Also " what is the exact procedure you use to test "when I try to join it from a different device on the same network it can not find in and when I use direct connect it also does not find it" ? When testing connection from the same network I would suggest using the connect to server option, with the machines ip address on the local network. Attempting to use the external ip address is likely to mean your router will simply drop the packet.

I do enter the servers internal network IP.
