[0.15.20] Drop FPS iusse

Hello
We have a problem when we are playing online, firstly, when someone join in the server, it takes a lot of time to catch up and once he is inside he has low FPS problems (so I'm the server my fps are stable at 60) but when someone logs in. Client's FPS vary between 5 and 60 depending on the moment.
