This game is strange...

After playing with options after my last post:
My GPU load is 0% (sometimes jumps to 15-20% for a tick or two), GPU Clock drops to 250MHz (sometimes jumps to 600, regular is 790), CPU load is about 20%, HDD is almost idle, V-sync if OFF, but FPS drops to 15 when driving in a car around my factory... I de-zoom.

UPS are steady at 60.

You don't have enough VRAM to run the game with settings chosen.
When rendering there is a lot texture streaming thats why you get severe fps drops especially when zoomed out (more varied objects to render = might need to use more textures at the same time).
(And you have pretty old GPU-Z )

VRAM is one of the most important things a GPU utilizes in this game. Still salty about my 970 only having 3.5 gigs vs the advertised 4 ;_;
