(Base Mod) while joining a multiplayer game

My brother and I are trying to play multiplayer together. When I load the game, he gets this message and gets dropped.

If he loads the game, I can join just fine.

The only thing I can think of is that he had to uninstall .14.23 to install .15.x, while mine updated cleanly. Both of us are on steam.

Any ideas on how to fix this so it doesn't matter who starts the game? This did not happen in out .14.23 playthrough.

Make him move or delete: 2016-06-15_Factorio_0.13.0.lua and 2016-06-23_Factorio_0.13.0.lua from \data\base\migrations.
