Can't update from 0.14.23 --> 0.15

I'm using Windows and a steam license of Factorio, I've tried uninstalling and reinstalling the game a few times and tried manually updating the game through the in game UI, and the Mods option in the main menu. What am I doing wrong?

To update to 0.15 you need to opt-in by right-clicking on Factorio in the Steam library, select Properties, then go to the Betas tab and select 0.15.x - Factorio 0.15 Experimental from the dropdown.
