[0.12.17] Headless server, lag spikes, repeating game freeze

[0.12.17] Headless server, lag spikes, repeating game freeze

Hi, running a headless server, everything works fine except for every minute or so the game starts getting latency problems and slows down and when there's two people connected it freezes up completely for a few seconds.
At the time of these spikes i get the repeated error message in console:

32.754 Verbose NetworkInputHandler.cpp:206: Map tick(3516) not closed failedCount(1)
32.779 Verbose NetworkInputHandler.cpp:206: Map tick(3516) not closed failedCount(3)
32.812 Verbose NetworkInputHandler.cpp:206: Map tick(3516) not closed failedCount(5)
32.846 Verbose NetworkInputHandler.cpp:206: Map tick(3516) not closed failedCount(7)
32.882 Verbose NetworkInputHandler.cpp:206: Map tick(3516) not closed failedCount(9)
etc...

Anyone know what's causing this?

Do you have any mods running?
Also, have you tried running it with a different map?
~1200+ hours clocked in factorio. Avid KSP and Factorio player
