Help Please: 12.4 install not working

I got this working..I needed to run the update from within Factorio, which entailed enabling the "unstable updates" in the Options, and disabling Windows Firewall which originally killed the update mid process...

So, I am having an odd problem with 12.4. I cannot start new games, and if I load an existing game and restart it, I have no technologies available. Also, if I have any mods installed, they do not seem to be picked up.

The game will load, but I cannot start a new game. I can only start the campaign, or load an existing game.

Previously, I was running 11.22. That will work properly.

If I remove that folder and do a complete reinstall (either by zip or exe) it does not work.
If I install over 11.22, it does not work.

I cannot figure out why this doesn't want to work. Has anyone experienced anything like this? Any idea what might be happening?
