[2.0.14] "Couldn't initialize Steam API" achievements and tutorial messages reset every launch

Running latest experimental on macOS 15.0.1 (24A348) Apple Silicon. The game is installed on an external SSD. Every time I launch the game, it gives the message "Couldn't initialize Steam API. Steam-related features are disabled. Restarting Steam usually fixes this issue." Restarting Steam does not, in fact, fix the issue.
Considerably more annoying than this is the fact that in-game achievements and "tips and tricks" messages are not saved. So every time I quit and reload the game, I get a whole bunch of achievement pop-ups and pop-ups for tutorials I have already seen, while other tutorials that I have not hit the specific trigger for are not available. I'm guessing this is a permissions issue, as upgrading to Sequoia has broken a ton of different apps with random missing permissions problems. I tried giving Factorio full disk access and that didn't fix it. I'm not sure what other permissions I should try.
