Can't use player-data.json from local host using Steam version of game

Can't use player-data.json from local host using Steam version of game

The super-short version is, my log files contain:

   1.337 Info PlayerData.cpp:73: Local player-data.json unavailable
   1.337 Info PlayerData.cpp:76: Cloud player-data.json available, timestamp 1671218050
... which is wrong for two reasons. First, I do have a local player-data.json. Second, I have every "sync to cloud" option I can find - both factorio settings and steam settings - disabled. But this keeps happening.

Every time I start the game I'm greeted with 2 messages: first, a warning that my cloud storage capacity is literally full - 0 MB free. Second, release notes because player-data.json isn't being updated so every time the game thinks it's the first time I launched it since the last update which isn't true.

So my question is... Other than "stop using the steam version" (which it may eventually come to), how can I get my local player-data.json to be used and stop using the cloud version?
