[0.13.9] Control+Alt+V trick to write @ on Czech keyboard doesn't work

I'm not able to enter some characters when using Czech keyboard layout on Windows.
For example when trying to set the "Options->Other->Factorio username", and entering "AltGr+V" aka "Ctrl+Alt+V", I expect the @ character, however current clipboard contents are pasted there so it effectively behaves like "Ctrl+V".
