If landfill was placed in a version prior to 2.0.7, then it cannot be removed in 2.0.7 while landfill placed in that verson can.

Thanks for the report. This is a known limitation of the ability to remove landfill.

There is a mod that claims to fix this bug:

Feels like this should be built into the game so old landfill tiles get updated when loading an old save
