I placed two fast (blue) inserters so they would load a fast (red) belt of coal into the locomotive. However, the locomotive is out of fuel, but the inserters still won't load the fuel into the locomotive. When I hover over them, their status is "waiting for source items", even though the belt is full. When I move the inserters to the other side of the locomotive, they pick up the coal and hover over the locomotive, but don't actually place any fuel inside. I expected them to place fuel inside so the locomotive could start moving again.
