[0.18.38] can't use my own blueprints

Half of my blueprints are unusable every time I load a multiplayer game even though I have used them in the same game before and they are even in my hotbar. The game gives an error when I click my hotbar blueprint.

To work around this issue, every time I load the game, I have to open the blueprint library and click every single blueprint and book I have.
