18.36 request option unavailable despite show all items checked in options

I have the option to show all items in selection:
yet i can not request the item not yet researched, example satellite / space science.
previously i could set up these requests while waiting for the science to be researched. i know you made the change to not show them, but i thought it would be optional and the settings would re-enable the visibility so that i could set the requests, though it were not yet researched.
note i can set the requests if i paste a blueprint with the request in the blueprint, so now i load a saved game, copy the request and then reload my current game to paste the blueprint.
i would really like the option to actually show and place the requests as previous versions allowed when the option is selected.
