[0.17.79] Stretching in transparency effect

Moused over an entity that was a component of a logistic network with a large quantity of unique items in storage.
[*] What happened?
Noticed that the translucent background on the help text UI on the right (under the map) had a very strange effect to it.
[*] What did you expect to happen instead? It might be obvious to you, but do it anyway!
Expected the translucency effect to more accurately depict what's behind the UI.
[*] Write down the steps to reproduce the bug if you know them.
Happens nearly all the time, from what I understand. It's not visible if the overlap is very slight.

- Create a logistic network with a large quantity of items.
- Scale up the UI scale or shrink the window until the bottom of the help text goes off the bottom.
- Place a logistics chest in the logistics range of a Roboport.
- Mouse over it.
- Observe.
