Offshore pump graphic collision. The pump adds some swirls to the water but this is actually above the landfill terrain. Proposed solutions: Either this isnt enough space to allow a pump to be placed, or land/tile take higher priority over the bottom half of the graphic. The second method seems harder to implement. This is placeable and removable as is, landfill isn't placed after.
