[0.17.75] Oil resource visible on preview, but not exists in game when overlapped by other resource patch

As stated in title - when we have crude oil overlapped by a patch of other resource, then the oil (purple dots) is visible on map generator's preview, but when we start the game, there's no oil in that spot.

As far as I remember, in previous versions, it was possible to have oil in the area where other resource patch is. Apparently it's not possible anymore, but it's still there on the preview map.

Oops, didn't look so far in the history of reports, because I was pretty sure it was possible to have oil on other patch in some earlier 0.17.xx, so the bug wouldn't appear before that.
