[0.17.69] Upgrade Planner Occasionally removes modules rather than upgrading them

When upgrading and downgrading modules within a blueprint that is under construction, sometimes some of the modules (or requests not sure) disappear leaving an ASM or beacon with fewer modules.

I was using this BP, https://pastebin.com/pGzTV10R a number of upgrader planners were used on it to switch between different modules types and to swap the blue belts for red ones. The upgrade planners impacted both blueprinted and build entities.
The result was that some of the becaons and assemblers ended up with only 1 module in them.
NB I am not sure exactly what is going one, but applying multiple upgrade planners seems to produce this error on this bp reasonably reliably.
