[0.17.26] Pollution is broken in two ways

Hey pollution is broken in two ways.

One, pollution made by buildings is marked as consumption and not production.

Two, pollution doesn't appear to move around or disappear.

Find enclosed two screenshots of the issue, one of my 0.17.x save, where you can clearly see when the .26 patch was implemented, because the production side of the graph disappears and appears on the other.

The other photo is how my production stats screen looks when I spent 1 wood's worth of ore in a stone furnace, and notice no pollution spreading, in a throwaway freeplay game.

Edit: After some investigating, I think there are two cases to work on.

1. fresh 0.17.26 games don't appear to have pollution spread or be absorbed by anything, while using the pollution map filter or looking at the pollution production chart.

2. All saves opened under 0.17.26 appear treat all pollution production as consumption. The general chaos of old saves means that sussing out any pollution spread issues are a bit harder to detect, without rotating between versions, so they might have the same issue as a fresh game, I can't tell.
