[0.17.24] belt stops transporting material (seablock mod package)

I am playing a Seablock modpack and recognized a strange issue with the belts when switching over to 0.17.
Right now im not really sure where exactly the issue lies.
I already disabled a bunch of mods and tried to narrow it down, but i have not found it yet.

Perhapse someone of you already recognized this and found a solution.

- Materials are not further moving on the belts
- as soon as you change something (orientation, reconstruct, etc) on that belt or a neigbour belt, everything works again

There's multiple reports like this in the 'Won't Fix' section. Here's one: viewtopic.php?f=58&t=66863

It sounds like you imported a 0.16.x save and the items on the belt no longer exist to which I offer this quote:
