Fluid pumps are slower than they used to be

According to the wiki, the throughput of a tank-pump-tank setup has a throughput of 12000 fluid per second, and the pump's tooltip also says 12000/s. In my testing, however, it took about 5-6 seconds to transfer one storage tank worth of water, which is only 5000 fluid/s.
