I have only tested this in 17.4

Reproduction:
Needed: Populate blueprint library with a book with multiple blueprints.
1. Open Blueprint library and select the book with a click to pick it up.
2. Close the Blueprint Library to reveal the first blueprint ready to place on the map in the cursor.
3. Hold down Shift and scroll up or down.
4. Observe that the blueprint in hand does not change.

The expected behavior is that the blueprint will change to the next or previous in the book.

The control for this is still in the options menu for customizing so I presume it is still meant to be a feature.

its a feature, since the blueprint / book doesnt actually exist in your inventory, and as soon as you drop it goes back to the library.

If you drop it into your inventory first to keep it around it should scroll through as you expected it to.

Since we support rotating book position also when it is in the library (when you link library book from quicbar), this should be easy to fix.

Doesnt work when the book is in your inventory, either. This is on a Mac btw.

I have the same problem. Scrolling thru a blueprint book doesn't work with the mouse.
I changed the key binding to shift-arrow up and down. That works.
Seems to be a Mac related problem. Running macOS 10.14.3

Got It!

The blueprint scroll feature works differently. It should rotate through blueprints I have put in my inventory.

It feels like we should expect that book put in the inventory would work. It does not seem to.

Also If I have a collection of loose blueprints in my inventory I do not see scrolling.

I am also on a Mac. All mac users in our shop are also seeing the same. We don't have a win machine to compare.
