Trains may randomly leave before conditions are met

I have a setup where multiple stations have the same name and become deactivated if a train stops so that the next train won't wait and goes to another available station sooner.
It worked fine. But since 0.17 it broke and I noticed it's because that sometimes the train just tries to go to another available station with the same name. And if there is none, it just skips it entirely instead of just waiting.
I even tried putting more conditions but it keeps leaving the station.
The thing is that is random, so sometimes it met all its conditions before leaving.
I know I can make the station always activated when the train is stopped there, but is there a chance that this would work as before?
