Biters freezing

Biters just froze in random position. Moving around or next to them did nothing, but shooting them would unfreeze all of the biters around that biter you shoot, then after being unfrozen they started attacking the player.

Possibly related; instead of setting up the fallback base, I went and attacked the biters hit and run style with my axe. I did note that a lot were not being aggressive.
At one point I got close to the worms and they took a shot into the melee. I got an alert about my biter being attacked/killed.

I'm guessing that the biters are being toggled between allied and hostile to lower the difficulty?
