I found this bug while testing the throughput of one of my designs by filling gaps with other materials.

The setup:

After placing the blueprint,fill the inner lane of the outer belt with gears so that there won't be any gaps in between (use the chest in the top right corner for that).
After that fill the inner lane of the inner belt with iron plates until it is mostly saturated.

Now if you place a belt on the danger concrete tiles then the iron belts will flood the main belt and stop the gears from moving forward.
In this setup the plates somewhen stop (after a few seconds), but in my original construction it went on for minutes (which is why I found it in the first place). In this test case this does not repeat itself , if the input is interrupted (by picking some items up), but in the original case, it could be triggered that way reproducibly.

Try playing with replacing the splitter. In my first tests, it was required, but in this test setup it only influences the duration of the side channel flood.
