[16.48] Game slows to a crawl when saving blueprint

While creating some beaconed science layouts in sandbox mode I was blueprinting my new yellow layout to duplicate it. When I clicked on the checkmark to save the blueprint the game froze. After repeated attempts I have narrowed down the following:
1) It always happens when I blueprint the top row of blue underground belts and blue belts
2) When I blueprint each individual section of belts or undergrounds it works fine
3) Deleting the belts manually and replacing them manually still slows the game
4) the game does not seem to crash, rather it slows down to a crawl, maybe one frame every few seconds.
I was playing with game speed previously but I think it is slower even than the slowest speed possible. I turned on verbose logging and created a new save beforehand.
