[16.33] Game crash on flame-thrower usage

My game crashed while attempting to use the flame-thrower. The crash occurred shortly after using an artillery train. It is possible that I designated targets to attack and then ran out of ammo for the artillery.

If the crash occurs when shooting at enemies, it's a duplicate of 58953.
