Context:
My BPL is 15 rows long.

Steps To Reproduce:
1) Start a new game or load a game (doesn't matter)
2) Open the blue print library
3) Scroll to the bottom of the list
4) Try to click a single bp or a bp book or hover over an icon.

Observed behavior:
The icons can not be clicked (are unresponsive), hovering does not show the bp.

Expected behavior:
Left and right clicking and hovering start copying, opening or shows the bp respectively.

Additional info:
When I scroll up in the list for 1px from the bottom, everything works again as expected.

I noticed similar behavior when it comes to the controls screen as well (i.e. Scroll to the very bottom and nothing works) I think it might have to do with the menus in general.


Edit: Can confirm this persists into [0.16.30]

Sounds like the inverse of the recently fixed 57667.
