[16.19] Desync reproducable with linux headless and windows client

I've managed to create a save file that reliably reproduces a desync with these steps:
  • 1) Install headless server 0.16.19 on Linux.
    2) Configure server with auto_pause set to true in settings file.
    3) Start server with attached arf07_bad3.zip map save.
    4) Connect Windows client 0.16.19 to the server.
    5) Desync should occur immediately after map is downloaded.
This is not reproducible with a Windows server using the same steps.

If you need a way to test a headless server on Linux, try Factorio Zone to get one running quickly.

I'm seeing this exact same behavior with linux server and windows clients.

Since version 0.16.17 there is the problem with desync in multiplayer. lasts no more than 1 min to dsync
I have rented a server at dawn-server.de on Ubuntu 16.04 Linux Server. There is always the latest version recorded in a timely manner. now I can not play there anymore
Client is running on Windows 10 64bit and Win 7 64bit.

I am having the same issues with a server i am playing on. 30 seconds after i log in, it seems to desync. All of my friends who is playing, are having the same issues

16.19 caused massive desync issues for me and my server, rolling server and client back to .18 fixed that immediately.

Thanks, this should be fixed in 0.16.20.
