16.19 Blueprint Book Bug & Alt Tab Desktop Bug

With the latest update I can no longer drop blueprints into "Game Blueprints" and I also cannot right click blueprint books from within the blueprint manager.

Also while Im at it, in this newest update ONLY, when I alt tab from factorio to desktop factorio goes away but as soon as I click on something both factorio AND my explorer window are displayed. It sort of pops back up from minimized.

Just discovered I also can no longer delete blueprints either.

Nothing to do with blueprint strings.
But yes, duplicate of 57122. that post did not pop in my search, apologies.

However I still have the specific bug of alt tabbing issue which is new to 19
