[0.15.30] Red/green circuit wires not consumed by bots

I did a quick search and didn't find anything related to it, and I'm not sure if it's considered "not a bug", because this is also in 0.14.23 vanilla.
When building from a blueprint, construction robots don't consume any green or red wire to set up circuit connections. So the circuit wires magically pop into existence out of nowhere.
