So i have the issue in my main base as well however it is also now occurring in the outpost bases i have, for some reason the construction bots will not build the structures and they are staying as ghosts and in main base my modules will not be put into the chem plants, any suggestions?

edit, after some time the things did start constructing ... HOWEVER the modules are still bugged and its been well over a few hours so there no reason they should not have been filled in

they all can fill orders they just arent for some reason

They can't fill the orders - there is not enough concrete to fill all those orders in first place.
So you have thousands of concrete ghosts that are slowly filled and bots can only process so many ghosts per tick. So it takes time to go through all of them. And in most cases they end up with "no more concrete" and build nothing and process repeats.

You can grab deconstruction planner, filter by tile ghost (in section with ? icon) and remove all the scheduled concrete. Then lie it in reasonably sized patches and wait for bots to do them while making sure you have enough concrete on hand to place all planned tiles.

have done that and after a bit all the concrete did finish so thats all good, but the modules still never got added to my chem plants so still kinda buggy

When I loaded the save there was a monit about some prod modules missing. after sorting out the concrete and rest being built.
MAybe double check if there is no disconnect of roboport network. And there are actual modules being produced in that same network.
