[0.15] Crash on start, no log created

When I try to launch the game via steam, a few seconds after clicking launch, windows shows me a "windows is gathering information, would you like to report this crash to Microsoft" crash message. This happened the first time after I downloaded the experimental version, the second try loaded until I got the config.ini issue, and I have gotten the windows error message on every attempt after that. A .zip extracted version from the website has successfully gotten me to the main menu.
I've attached a screenshot of the error messages, Unfortunately I don't have a log file, I don't believe Factorio ran for long enough to generate one.

It was reported on Steam by a few users, the game doesn't start and crashes or just closes with no log being generated.

This is correct no log files or any files at all generated in %appdata%/Factorio. My original report did say that there was no log file generated, but I understand that one is usually required for a bug report, and with the new release it's hard for you to read all the reports.
Side note: Webroot SecureAnywhere just flagged the steam factorio.exe as a trojan. I don't know if this is related.
