Big frame rate drops during night

So when night happens, and I am close to the light source like if i have lamps placed all around there will be a huge frame rate drop. The moment day comes, the frame rate goes to normal. Also if i zoom out, the frame rate will improve a little during the night. I guess its because of the crapy integrated gpu I have, but just posting it so you know.
This happened in the past when i played, so its not because of the new version, but I forgot to report it back than (and i guess its not a bug, but dont know where to post).
Also a question, what does the option that you can check Low FPS do? When I check it, the game speeds up, but i dont now on what it will have effect in the game it self, dont see any graphical changes
