This was filed under minor issues a few months ago:
viewtopic.php?f=48&t=28186
At that time (0.13.4) the flickering only made deconstruction slower, now it constantly resets as seen in the posted youtube video. Probably still a minor issue, though.

Yes, there are several small UI issues like this that will hopefully be worked on sometime in 0.15.
