I only remember that I had a lot of trouble figuring out a good way to arrange my rails at that point. And then I suddenly noticed this blinking. No mods, Absolutely vanilla. In case you need the save file (I think it won't help because there is no replay saved) I will upload it( via google drive).
The tooltip on the rails on both sides of that signal is indicating that they are belonging to the same block.
EDIT: Possibly Minor Issue because replacing the signal fixes it.

Open the same page in different browser, private tab, or without being logged into the google surveliance service.
You could also put screenshot in the attachment or just attach the save file, which could be needed to fix anyway.

Just a guess without seeing your screenie: you might have put that Signal right where the two rail lines are combinig in a Switch, see my professional ASCII art below . In that case the Signal cannot build a block, this it's blinking. You Need to set a Signal before and after the rails are joining.

Oh I see... I was trying out several solutions but I still can't figure out a way to show it. Any ideas?

I would assume it is one of those: viewtopic.php?f=7&t=31461&p=198356, it should be fixed in .14. If someone can reproduce this (not loading the faulty save-file) in .14 please make a new report.
