[0.13.8] Inserter getting stuck when container slot is full.

When inserting stuff into a train with pre-determined slots the inserter can get stuck. This seems to happen because the inserter grabs more items then there are slots free. For example it moves 3 items at the same time, when the slot has 2 spots free the inserter gets stuck with the item in hand and thus won't continue inserting the other items.

Hereyou see the inserter stuck with an item in it's hand. (An inserter ironically)

Hereyou see the inventory of the cargo, there are still item spots to be filled but as you can see the inserter is still stuck with that one item which stack is allready full.

Steps to reproduce:

1: Get a train wagon
2: Filter it's inventory to hold a couple of different items but make sure the entire inventory is filtered.
3: (With a 3 stack inverter) Fill an item stack to for example 45.
4: Let the inserter fill the inventory from a chest.
5: Watch it get stuck at that one stack with an item still in it's hand.

Hopefully this explains the bug good enough, the desired result would be that the inserter only grabs that many items for which there are spots in the wagon so that it won't get stuck.

That was fast, don't agree with it not being a bug tho.

It became a bigger problem with the stack inserter introduction, I'll merge some of the topics and present them again, so the devs can decide once and for all.

Still seems inconsistent with other Dev comments though. In particular, FFF-140 gave an example of how the new circuit network additions gave outposts a "much more practical way" to implement resupply, without needing 1 chest + smart inserter per item. However, this NaB means that when restocking a resupply wagon, we still need a chest and inserter per item type. In fact, it means that such a wagon is limited to 12 item types, unless you want to start having more than one restocking station.

Still, I'm guessing it's a little more difficult to fix than we're imagining, otherwise you guys probably would have fixed it already.
