[0.13.8]Loading pre0.13.6 save gives higher stack size bonus

Hi!

While testing the throughput of the new stack inserters I found I had a higher throughput reading than another community member while having the same tech researched and same version of factorio installed. The stack inserter capacity bonus was at 12 while you are only supposed to go up to 11 through research.

How to reproduce:

1. Research logistics 2 and stack size bonuses in version 0.13.5 or earlier.
2. Load save in the latest release, 0.13.8. The new tech "Stack inserter" shows up, research it.
3. You will now have a stack inserter capacity bonus of 12.

Alternatively:

1. Research logistics 2 in version 0.13.5.
2. Open save file in latest release of Factorio, you will have a stack inserter bonus capacity of 1, this bonus stacks with the bonus of the new "stack inserter" tech.

Alternatively:

1. Load attached save file StackSizeTest_0.13.5.zip in the latest release.
2. Research "Stack inserter"
3. You will now have a stack inserter capacity bonus of 12.

Alternatively:

1. Load attached save file StackSizeTest_0.13.8.zip in the latest release.
2. Check bonuses tab, stack inserter capacity bonus is at 12.

Expected behavior:

Loading a save with Logistics 2 researched should not give the stack bonus, leading to a situation where your max bonus exceeds that of normal tech progression.
