0.13.0 Campaign 2-2 Research unavailable

In the campaign mission where you have to load the trunk of your car (or your inventory) with 50 Solar Panels (among other things) it is not possible to research Advanced Electronics and thus Solar Panels. All prerequisites are met, but Advanced Electronics stays *unavailable*.
