[0.8.8] Biters waiting to attack not retaliating

Here is a save file where I am in a car next to a group of biters, and my Personal Laser Defence is firing at them, but they will not fight back - they just sit there and let me kill them.

If I hit them with the car, they still do nothing.
If I get out of the car and shoot them, they still do nothing.
If you wait a bit, more biters will come from the enemy base to the southeast. They will adopt the same behaviour.
